Call for Roaming Agreement Update

I am happy to help draft the service level agreement part. I am looking for a little bit of feedback if this item should be included in the new revision of doc 44 from other operators. I haven’t distributed survey to operators yet so unsure of the work item to include. I will start to draft language and contact vendors and other operators. I will give an estimated time line as further information is available.

Escalation procedures may go into the service level agreement. Possibly exchange a schedule of national holidays so that when trouble tickets need to be worked operators can be proactive and avoid national holidays. Is the doc 44 the right place to include this?

This is a good idea to include in the contract, but not to exchange ever year. This might be a good item to include in the TDS or the agreement. The important thing is for roaming partners to know when people are not working during national holidays. It might be a good idea to mention this in the contract. Maybe add the time, hours of operation and procedures for troubleshooting teams.
Add to agenda
how to deal with troubleshooting procedures. Do what you are saying that you are going to do when dealing with trouble tickets. Escalation path should only be dealt with for trouble tickets and maybe for fraud related issues as well. This item will be discussed at the next face to face meeting or VSWG conference call. Are there any other areas where an escalation path would be needed?

Escalation for not only network issues but for and billing issues as well.

Suggestion to include in test procedures a missed dial number - what happens when a call does not complete. Is this call charged or not charged?

Usually carriers put in the agreement what happens when incomplete calls happen. I think this item should be included in the contract. We should include this in the standard agreement.

Do you or don’t you charge for incomplete calls. Should there be a part that requires mandatory testing of this? What is currently listed in the agreement?

Charges commence (e.g., send-to-end, after six rings, when the called party answers, or when a device answers on the called party’s behalf).Call duration is (e.g. rounded up to the first full charging unit) for calculation of charges. Incomplete calls will not be charged unless over sixty seconds.

Should we make this statement clearer?

When we get to talking about a billing test plan then we should suggest adding in testing for incomplete calls.

Does KDDI add in SMS, 1x PD and EVDO data language to KDDI?

we add language that is unique to KDDI. But I may not be the right person to add this into the standard contract. Since KDDI only offers MT SMS, I don’t have much at this point. For carriers that have already implemented MT/MO SMS and data roaming then they should take the lead to add this part. Maybe VzW or TNZ would be a good contributor.

adding in an addendum to cover multiple properties. Will this help negotiate a contract when dealing with an operator that has multiple properties such as EOCG?

I think this is a good idea but would like to get further feedback from other operators.

This is an important doc for KDDI because most of the carriers are following the standard agreement. This revision is greatly appreciated and I hope others will contribute to make this a successful revision.
