Work item titleDescription of the issueBarriers to resolving this issue? How will resolution of this issue benefit international roaming?Possible deliverables for this issue
Remote OTASeveral operators lack the OTAF capability in their network. This can hamper roaming efforts for things like updating PRLs, activating authentication or programming Mobile-IP profiles. IF these operators' phones are OTAPA-capable, they could in theory be provisioned by an OTAF that resides outside the operator's own network, using the interconnectivity established for roaming. The OTAF could reside in another operator's network, or at the RSP.
  1. Hasn't been attempted AFAIK.
  2. Uncertain support by handsets.
  3. Requires trust of outside party with sensitive programming codes & information.
  4. RSPs don't transfer SMSREQ for OTAF -> HLR leg?
  • Assist operators who otherwise have a large installed base of handsets that have may problems when roaming.
  • Extra income for the entity providing the OTAF.
  1. Evaluation of need/feasibility.
  2. Decision on OTAF location
  3. Detailed technical specification
  4. Standard "RemOTA" agreement T&Cs
  5. Timeline for solution availability.
Formal roaming trainingIt has been requested that the roaming training program be formalized.Carriers are not aware that CDMA international roaming training is available by request as well as IRT meetings. A well communicated more formalized roaming training program.
TDS training and mentoring for new carriersThis has been agreed to. Let's discuss if this should be on the priority list to ensure focus. Some carriers could use assistance creating and maintaining their standardized TDS. A developed course for TDS training.
CIBER change updates to carriersSeeking clarification on this suggestion.
