Coverage Exchange Requirements

Contents

[edit] Agenda

  • Version 1 of the "CDMA International Roaming Coverage Exchange Requirements" Click_to_view_or_edit_the_discussion_page.gifdocument is now available (since updated to v2)
  • Items to discuss -
    • Short and Long term goals of the team
    • This document only discusses the use of maps. Question: Should city lists be included?
    • Question: should a minimum RF level be set to display where coverage is available?
    • Question: should other information be captured on all maps?
    • Document states that carriers should provide either GIS files or Image files.
      • Question: should either format be allowed or should image files be required by all carriers and then GIS files if carriers have them available?
    • Question: Since GIS files are more flexible should other geographic boundaries be included as a part of the information for on all maps?
    • Document states that maps should be exchange once a year at a minimum. Question: should we recommend more often?

[edit] Participants

Representatives of the following companies attended the calls:

  • Bahamas Telecommunications Company Ltd
  • Bell Mobility
  • KDDI
  • Sprint
  • Syniverse
  • Telecom New Zealand
  • Verizon Wireless

[edit] Discussion

  • Team is moving to have all mapping exchange requirements complete by 3Q07.
  • Team should post their coverage information to C-RIET as soon as possible and begin sharing the information based on these requirements.
  • Mapping vendors would like to present their ideas to this team on how the CDG could present coverage maps on the CDG website similar to what GSMA does. Kim will set meetings up to go over these once the dates are available.
  • After the mapping vendors do their presentations it is proposed that the CDG do an RFP including the requirements from our document as well as any information we learn in our presentations

[edit] Decisions made on discussion items

  • This document only discusses the use of maps. Question: Should city lists be included?
    • An appropriate list of cities should be determined by the serving carrier. No minimum population requirements have been set.
  • Should a minimum RF level be set to display where coverage is available?
    • Coverage maps should be an illustration of where a carrier provides CDMA service to their own customer (Not necessarily a neg98 level). A strong and weak coverage area should be displayed on the map. It is required that the RF signal level for each is documented on the map or in the GIS file.
  • Should other information be captured on all maps?
    • No additional information is needed at this time.
  • Should either format (GIS files or Image files) be allowed or should image files be required by all carriers and then GIS files if carriers have them available?
    • At a minimum all carriers should provide image files and carriers that can provide GIS files should make those available. It is also suggested that carriers that do go to the extra work and effort to digitize an image file into a GIS file should provide that file back to the carrier that they digitized it for. The carrier in turn should make that GIS file available for other carriers to use until it no longer accurately portrays the carriers coverage.
  • Since GIS files are more flexible should other geographic boundaries be included as a part of the information for on all maps?
    • It is recommended that carriers who are able to share GIS files provide coverage based on broadcast SIDs. By providing information at this level, carriers assist their partner in acquiring their network in a timely and accurate manner which results in more revenue for both carriers.
  • Should we exchange coverage more than once a year?
    • Carriers whose coverage is rapidly changing (particularly with the expansion of data) should provide new files on a quarterly basis. Carriers whose coverage is not changing should still update their coverage a minimum of once a year.

[edit] Next Steps

  • The "CDMA International Roaming Coverage Exchange Requirements" Click_to_view_or_edit_the_discussion_page.gifdocument has now been updated to version 2, and is assigned CDG Reference Document #153. Please view and provide any additional changes or feedback to Kim by Monday June 4th
  • The number of changes that will be needed after this review will determine when we can move to approve a final document.
  • The goal is to have the document approved by this team prior to the June IRT meeting.
  • Kim to set up meetings with mapping vendors to present their ideas to us on how the CDG can display coverage maps on their website.
