Ms. Libby Mackay, Qualcomm
- Reference Document #145
(Network Based Plus Code Dialing) was approved by the WG. (It was also approved by International Roaming Team at the Closing Plenary.)
- Libby shared Plus Code Dialing implementation Survey Results from 17 Carriers: 5 carriers implemented or have plans to implement network based plus code dialing; 3 carriers implemented or have plans to implement *99 code dialing; 7 carriers have plus code capability in their handsets now.
- Next Step:
- Daniel Salek is to present re: how to implement *99 code dialing at the Jamaica IRT in November.
[edit] Prepaid Roaming
Ms. Libby Mackay, Qualcomm
- Draft Reference Document #159
(Prepaid Roaming White Paper) was distributed
- Additional comments for white paper are requested.
- Discussion:
- Incoming call charging:
- Iusacell: Incoming call charging is needed.
- Ricardo: Pre-paid platform, not HLR is related to the incoming call charging.
- Agreement revision:
- Verizon Wireless: Technical configuration should be refurnished before seeing the need to revise agreement. Technical components may be needed to add depending on what required implementing Prepaid Roaming.
- Recharge while roaming:
- SMS based recharge may have risk for security.
- Libby and Kyoko requested carriers to present how other carriers are now recharging for prepaid roaming in domestic market.
- Iusacell: Purchase (physical) pre-cards to recharge for domestic service
- Verizon Wireless: Contact Hotline
- Vodafone Netherlands: Purchase Physical pre-cards in domestic markets. CAMEL is used in GSM for prepaid roaming)
- SK Telecom: CAMEL is used for WCDMA roaming. SK Telecom is to implement it in 3 months. SK Telecom is working on the implementation with one of CDMA carriers.
- Incoming call charging:
- SK Telecom, Verizon Wireless, Sudatel, Vodafone Netherlands, LG Telecom, TNZ, SmartTelecom, Iusacell, VeriSign and Syniverse agreed to contribute the draft of the Document #159.
- Next Step:
- Daniel Salek is to set up a call to discuss re: Document #159. The above 8 Carriers and 2 vendors are to contribute the draft.
[edit] Operational Level Agreement
Ms. Kyoko Uchida, KDDI
- Kyoko asked for approval to the Operational Level Agreement as the addendum to Reference Document #44.
- Discussion:
- Section B to Clause 2: Notification Guideline
- Verizon Wireless: Requested to remove the notification guideline drafted in Section. B to Clause 2. Agreed to have it as an optional clause.
- VeriSign: Suggested to make the clause as recommendation clause.
- KDDI: Requested to leave it in the document as a guideline.
- SK Telecom: Indicated that in case of a big outage their optional team may have put all resources to internal network repair so it may be hard to keep the guideline so would like it to be optional.
- TNZ: Commented it is tough to know how long service will be out as well as it may be hard to notify all partners of the outage.
- LG Telecom: Suggested to change it as recommendation clause and leave it as optional clause.
- WG Agreed LG Telecom’s suggestion and move the notification guideline to the end of the Addendum.
- Other comments
- Verizon Wireless mentioned that comments from Verizon Wireless were not reflected. Since the comments were not delivered to Kyoko, she requested WG for the permission to work with Verizon Wireless re: their comments. WG agreed.
- Section B to Clause 2: Notification Guideline
- Next Step:
- Verizon Wireless is to send Kyoko the comments. Verizon Wireless and Kyoko will work on the final draft. Kyoko is to distribute the final draft to WG and set up a call asking for approval.
[edit] Voice Test Plan
Ms. Ann Munno, VeriSign
- Ann presented the mission of the Voice Roaming Test Plan:
- Mission – to develop, finalize the test an industry standard CDMA acceptance IR test plan. Document so CDMA operators may use to ensure features (basic and/or supplemental) work on Server Carriers network as they do on their home carrier networks.
- VeriSign assigned 4 resources.
- First draft was modeled after GSMA IRGE. VeriSign had internal meetings and made some revisions to the draft.
- Next Steps:
- Sept. 20, 2007: Invite to join the task force with first draft
- Oct. 3: Kickoff meeting
- Conference calls (if needed)
- Nov 27 – 29 Jamaica Face to Face meeting: Feedback to the WG
- Get 2 carriers to test the standard test plan
[edit] Trouble Resolution Forum
Mr. Daigo Sawamoto, KDDI
- Daigo presented the minimum requirement for trouble shooting request, which he reflected carriers’ feedback.
- WG agreed to the minimum requirements both for direct roaming and roaming via RSPs.
- Daigo proposed to have minimum requirements for trouble shooting result and presented the draft.
- Next Steps:
- Daigo is to send the format for the minimum requirements.
- Carriers are requested to provide Daigo with the feedback if we include minimum requirements for trouble shooting result.

Mr. Andrew Hunter, Qualcomm
- Andrew presented the issues and the actions for ESN-MEID migration and UIMID-EUIMID. Strongly recommended to carriers to upgrade Network and devices.
- ESN-MEID migration does not affect EVDO but only 1X.
- Since MIN/ESN combination is not unique after EUIMID-ICCID migration, CAVE authentication is required. Daniel comments after the meeting: " "ESN" value may not be unique. MIN-ESN combination should still be unique. CAVE authentication is recommended but not required."
- It is highly possible that roaming service becomes unavailable if the Serving Carrier does not take the necessary actions.
- Next Step:
- Carriers are strongly recommended to contact meid@cdg.org in case that they are not aware of this issue.

[edit] Cibernet Update
Ms. Robin Thomas, MACH-CIBERNET
- New contact points for CIBER and net settlement were provided.
- Financial Net Settlement Adjustment Form was updated and distributed with the monthly updates.
- Robin explained the updates on CIBER dictionary.
- CIBER Executive Committee was re-established and carriers are requested to contact Robin if they would like to join.
[edit] Billing Specifications
Mr. Satoshi Shirakawa, Ms. Mayuko Sawada, KDDI
- Satoshi and Mayuko presented the carrier survey results for Billing TDS from 8 carriers.
- WG Agreed to 8 items for billing minimum requirements out of 16 items.
- Discussion:
- Verizon Wireless and Oceanic Digital Jamaica: Stated that they did not see the reason to keep the left 8 items.
- KDDI: Explained they require them in order to see if the Serving Carriers follow the CIBER dictionary and in order to conduct billing testing before service launch.
- Syniverse and MACH-Cibernet: Commented that Clearinghouse is following the CIBER standards stated in CIEBER dictionary and do not find need to check the left 8 items between carriers. Clearinghouse can customize the provisions for CIBER reject if the customer request.
- Next Steps:
- KDDI, MACH-Cibernet, Syniverse and VeriSign are to set up a call to discuss the left 8 items are covered at the Clearinghouse CIBER interface.
- Carriers are encouraged to view the suggested template which will be available with the other VSMSWG materials.
[edit] Carrier to Carrier Mapping Requirements
Ms. Kim Nittler, SprintNextel
- Kim presented the highlights of Reference Document #153
.
- Carrier may exchange the map files either using GIS file or Image files.
- Kim proposed to use C-RIET to exchange the maps not via e-mail.
- Next Steps:
- Carriers are requested to provide Kim with the feedback.
- Kim is to set up a call for approval of document #153.

- Libby explained updates on C-RIET. Roaming Partners Qualification Form, Coverage map, TDS and Trouble Resolution Information can be exchanged through C-RIET.
- Next Step:
- Carriers are to sign up and use C-RIET.

- Libby presented TDS adoption results after approval of Voice and SMS TDS in March. 2007.
- 23 carriers responded. 48% are already adopted the new format and the other half planned to update.
- New Format may be loaded via C-RIET or CDG HP.
- Next Steps:
- Start using the new format by November IRT face to face meeting.
- Libby is to conduct survey before November meeting.

- Libby presented the survey results for Enhanced PRL and Plus Code Dialing.
