  • Daigo explained the revised parts (Agreed items in Seoul Meeting) in the Reference Document #87 Click_to_view_or_edit_the_discussion_page.gif (Trouble Shooting Resolution).

Discussion:

  • VeriSign commented that RSP's name is essential for investigation for roaming via RSP.
  • WG Agreed to add RSP's name in 4-2 table as an optional item.
  • Verizon Wireless commented to add the acknowledgment of receiving investigation request.
  • Agreed to add acknowledgement of receiving the investigation request from carriers as a mandatory item (trouble ticket reference number is optional).

Next Step: Daigo is to update the document #87 in two weeks (by December 14) and set up a call for approval.


[edit] Online Roaming Contact Database and Implementation Tracker Demo

(Ms. Libby Mackay, Qualcomm)

  • Libby explained how to use, and new changes made on CRIET.
  • Roaming Partners Qualification Form, Technical Data Sheet and Coverage maps can be exchanged at CRIET.
  • New features in development are as follows.
  • Contact information for roaming companies
  • Distribution list management
  • Implementation tracking,
  • Partner implementations status reports
  • Goal for the Jamaica IRT is to create and upload #81 and #120.
  • Speednet, Europa, LG Telecom, SKT, Iusacell committed to register CRIET right after the Jamaica IRT.

Next Step: Start using CRIET www.cdg.org/criet to exchange information between carriers.

  • Ann presented the mission statement of the Voice Test Plan.
  • Scope of this item is to simplify reference document #52 (Stage 2 Billing Test Plan is to be discussed if needed to be included in the scope).
  • Minimum number of repetition of test cases would be 2 times.

Next Steps:

  • Ann to check reference document #59 to see how it relates to the test plan document.
  • Distribute the revised document to the WG.
  • Review and provide recommended edits to Test Plan by January, 2008.

  • Forrest gave a presentation regarding Revenue Assurance and CIBER rejects.
  • Carriers are recommended to contact their clearinghouse if any unique modification is necessary.


[edit] Billing Specifications

(Ms. Robin Thomas, MACH-Cibernet, Mr. Satoshi Shirakawa, Ms. Mayuko Sawada, KDDI)

  • KDDI explained the update from last IRT.
  • Since it was stated that the proposed items are already covered by Cibernet and clearinghouses, MACH-cibernet, Syniverse, VeriSign and KDDI had a teleconference to check if the items proposed by KDDI were actually covered by cibernet or clearinghouses.
  • KDDI explained result of the call. WG reviewed proposed changes for Ciber manual and the items for minimum requirement exchanging between carriers.
  • WG Agreed to the 13 items for billing minimum requirements.

Next Step:

  • KDDI is to revise the Reference document #59 and send it out to the WG.

[edit] Prepaid Roaming

(Mr. Daniel Salek, Qualcomm)

  • Daniel requested the information to find out Market size of prepaid roaming. This may be useful in constructing a business case for WIN/IS-826 support among operators and RSPs.
    • SK Telecom commented that they will provide pre-paid roaming for the temporary use purpose.
    • Verizon committed to provide its own data to Daniel if it could be aggregated into a total market value that would not reveal individual carriers' data.
  • Daniel explained the options for recharge while roaming: SMS- or Internet-based represent simple approaches for implementation, but rely on the subscriber having some form of on-line access to money. Alternatively, 3rd-party "recharge card sharing" mechanisms are more complicated, but perhaps more suited to the prepaid demographic.
    • Ricardo commented that Internet banking approach is good for the long stay visitors.
    • Digicel commented that we would need other options for the customers without any bank account. Agreed: cash-only options will continue to be explored.
    • Daniel has been investigating the GSM way to recharge. Information is welcome from anyone with knowledge/experience in this area.
  • Daniel explained the updates on Reference Document version.0.1.
    • Telus commented that Prepaid domestic roaming is now available in Canada.
  • Daniel commented that most of the domestic Prepaid service is WIN-based.
  • If adding any flag in CIBER to implement Prepaid roaming; it is required to update document #44(Roaming Agreement).

Next Steps:

  • Continue with document updates.
  • Operators to provide traces of domestic IS-826 operations to Daniel Salek.
  • Operators to provide estimates of prepaid international roaming market size.


[edit] Status Reports and Metrics

  • Libby presented metrics on Call Participation, Survey Response, Face to Face attendance and CRIET usage.
  • MACH - Cibernet suggested tracking the number of opened projects and the number of projects closed. Sprint suggested definition of projects closed is to have the reference document approved. WG agreed.
  • It was suggested that the implementation statistics be tracked but not used to measure the open or closed status of a work item. Sprint, Verizon, KDDI agreed.


[edit] SMS Roaming

(Mr. Daniel Salek, Qualcomm)

  • Daniel presented the implementation status. SMS MO is implemented in only 20% of voice implementations by now.
  • Serving market differentiation for billing was previously identified as the major issue preventing deployment. For some carriers this is still the case, however a number of operators have implemented a "flat rate roaming" charge and are proceeding successfully with partner implementations. No operators announced that they have implemented a fully serve-differentiated billing plan.
  • Daniel requested the update on current status of carriers:
    • Verizon implemented SMS MO with flat rate (for retail). Implementation was smooth.
    • Speednet implemented SMS MO smoothly.
    • Sprint has not done due to its business priority reason.
    • SK Telecom implemented SMS MO in 20 countries. There have been no issues.
    • BTC has not implemented but will use flat rate if implemented.
    • LG Telecom is implementing SMS MO and MT in all their roaming contracts. That's 15 Voice and SMS (both MO and MT for each) so far.
    • KDDI has not implemented due to business priority reason. If they do, they will not follow the reference document due to the difference of network specification.


[edit] Plus Code Dialing

  • Daniel commented that issues to implement *99 may be billing system change only.
  • Daniel requested the update on current status of carriers.
    • Sprint has implemented it but not promoting to the customers.
  • There was little continued interest in the *99 solution from the team. Based on this response there seems no driver for additional effort in the VSWG to push for implementation.

(Mr. Danniel Salek, Qualcomm)

  • Question: When both a 32-bit identifier (ESN/UIMID/pESN/pUIMID) and a 56-bit identifier (MEID/SF_EUIMID) are available in the MSC billing record, which one should be used in the CIBER record? Recommendation: Use the 32-bit identifier. Even though it may not be unique (i.e. a pseudo-value), it will be directly associated with the subscription. In an R-UIM scenario, the 56-bit identifier may be associated with the device shell only, and may not pass billing system validation against the MIN/IMSI.
  • Verizon Wireless and Telus are using MEID both for network and CIBER.

Next Steps:

  • An update is proposed for the CIBER manual to recommend use of the shorter identifier.
  • Carriers are strongly recommended to view the resources available at www.cdg.org/meid, or to contact meid@cdg.org in case that they are not aware of this issue or any of the other aspects of the introduction of MEID and EUIMID.


[edit] Feedback from Seoul and 2008 Priorities

  • Libby presented Feedback at Seoul IRT and solutions for some of them.
  • Some requested items do not yet have solutions and might be considered possible 2008 work items.
  • Libby asked if there is any quality tool needed.
    • Verizon and LG Telecom commented they would like to know the vendors of probes (presentation from them).
    • CIBER toolkit can be considered. Cibernet committed to take it as an action item.
  • Most of work items are covered and some of them are closed.
  • Potential Work items:
    • CIBER toolkit (proposed by CIBERNET)
    • Automated tool for exchanging maps(proposed by SprintNextel)
    • Automated loading of IRMs (proposed by SprintNextel)
    • Process of updating IRM ranges(TDS)
    • WIN Triggers
    • Remote OTA
    • TLDN testing or documentation
    • Creating a launch letter was suggested but further review shows it is already in document 44.

Next Step

  • Libby to send out the survey for prioritizing the potential work items.
