[edit] Discussion Points

  • Clarification on issue of RSP support: it isn't mandatory to have an RSP present to do prepaid roaming but if you have an RSP in between the two operators you will need your RSPs to support the IS-826 messaging.
  • Discussion about using announcements rather than tones and that perhaps the paper shouldn't recommend tones over announcements. Tones are simpler/cheaper to implement, announcements give a richer user experience. Where countries share a land border, or cheaper bearer options like VoIP can be used, the cost of the international trunk back to the home network to play an announcement may not be prohibitive.
  • Clarification on the Calling Party Pays recommendation: There is no suggestion that the current interoperator settlement for terminating calls (e.g. airtime) should change. The issue is about how the home operator ensures that the subscriber is charged in real time for terminating calls, preferably without needing to trigger the prepaid application for every terminating call whether or not the subscriber is roaming internationally.

[edit] Action Items

  • Daniel to follow up on explicit mentions in the document of individual vendors. Need to be clear from a legal front that we are not endorsing any particular provider, merely giving examples.
  • Ricardo to invite one such individual vendor (Western Union) to present their roaming recharge solution at the next IRT
  • All Operators - please answer the Prepaid Market Size survey if you haven't already, and also provide traces of any domestic IS-826 implementations, roaming or otherwise.
