[edit] Prepaid Roaming

(Daniel Salek, Qualcomm): Prepaid is a significant portion of CDMA subscribers. Some markets have 100% prepaid.

  • Market Survey

A survey was conducted, and the results from the carriers were shared. Responses were limited since only three provided statistics. Of the three that responded the estimates are about 50% of prepaids would roam, 5 days per year and 5 minutes per day

  • Traces

Needed to help continue work on prepaid roaming.
Action: William Pezza, Bell Mobility will provide a trace for prepaid

  • Carrier Support

We are at the point that we need carriers that are willing to implement prepaid roaming, use the requirement document and share feedback with us.

  • RSP Support

Operators must talk to their RSPs if they are interested in Prepaid Roaming. Two RSPs mentioned they have gotten a lot of positive feedback about prepaid roaming and it is on the roadmap for one of them.

This work item is finished with the exception of work that must be done by individuals (outside the face to face meetings) until carriers volunteers implement prepaid and allow us to discover more.

[edit] Update on Troubleshooting Procedure, doc #87

(Mr. Daigo Sawamoto, KDDI)

Daigo reviewed the history of the work item. Nine carriers have approved the document and one carrier had a comment. Additional information being considered for document 87:

  • MCC MNC or the IMSI should be added as an item to include the trouble resolution list
  • ESN should be included but should it be mandatory or optional?
  • Team decision to ask for IMSI on a separate line but leave it as optional

Questions:
Q1: Do we ask for the ESN as required or not?
A1: The WG agreed to have it as a mandatory item, but include “if allowed in the language of the form.
Q2: Do we ask for IMSI in minimum requirement of trouble shooting?
A2: The WG agreed to have it as an optional item.


[edit] Billing Specifications, Doc #59

Overview

  • Been several years since document has been updated. In the final stages of completing this.
  • Team reviewed suggested template for billing specifications. It was decide to put the billing specifications tab in the Voice and SMS standardized TDS described in document 81 and update the verbiage of document 81 and 59 accordingly. This was approved by majority of carriers present.
  • Votes to include billing specifications template in #81.
  • Agreed carriers: Bayantel, Bell Mobility, Bermuda Digicel, CCT, Cricket, Digicel, EOCG, KDDI, LG Telecom, SK Telecom and Telus Mobility (+ CAT, APT, S-Telecom, Pelephone and Reliance from survey before)
  • Sprint and Verizon Wireless were not in agreement to have them in Document #81 but agreed to create this document for roaming partners in separate formats.
  • Updated documents 81 and 59 will be reviewed on a conference call in April where approval will be sought to finalize these documents.

Action:

  • Mayuko and Satoshi: Distribute updated documents and call invitation to WG

Led by: Kyoko (KDDI)

The VSWG completed 4 work items in 2006:

  • SMS Roaming Partner Qualification For (Doc#132)
  • SMS Roaming: Billing and Signaling Requirements, Options and Recommendations (Doc #133)
  • International SMS Roaming Test Plan (Doc #134)
  • Voice authentication while roaming

Completed 7 work items in 2007:

  • Caller ID including support for international MDN
  • Voice mail indicator and retrieval
  • Network based + code dialing documentation including *99
  • CIBER XO retirement and move to X2 (record types 10 and 20 to record type 22)
  • Coverage map availability and exchange
  • Quality of service – service level agreements, trouble resolution etc
  • Updated Voice and SMS TDS document 81

Two work items have been closed in 2008 so far:

  • Quality of service – Trouble shooting minimum requirement (revise of Doc #87)
  • Prepaid Roaming with WIN triggers (IS 826)

Six work items are in progress now with one more to start as soon as a sponsor is identified:

  • Quality of service – Billing TDS (revise of Doc#59)
  • Revision of Reference Document #44(Roaming Agreement)
  • Voice Test Plan (Revision of Reference Document #52)
  • Revision of Reference Document#120 (Voice Qualification Form)
  • Revision of Reference Document #134 (SMS Test plan)
  • Device requirements – roaming
  • Enhanced PRL (seeking sponsor now)

How many new work items should be add to the list? The team decided to add 5 for now and add more later if needed
Topics up for consideration for new work items:

  • Standardized feature codes
  • Remote OTA
  • TLDNs – testing, reporting on TDS formatting
  • End to end billing testing – (Revise of Document #59?)
  • Connecting using Global Title Routing
  • Technical solutions to lowering LD and IDD rates
  • National and home country call barring: origination Indicator 9
  • Emergency services
  • Virtual Home Environment
  • Guidelines for a roaming friendly network
  • Automated loading of IRMs
  • Review of VSWG documents to evaluate the needs to accommodate Interstandard Roaming

Discussion

  • A survey will be sent out to gather votes on work items.
  • MACH Cibernet will work on the CIBER toolkit as a separate action item not to be included in the VSWG work items
  • The suggestion of a “roaming friendly network” could be a set of guidelines for new carriers. More of a checklist of things to do to have a roaming friendly network so they can be considered when building the network versus when roaming begins.
    • A CDG license to roam was suggested. It was pointed out that the CDG can’t enforce such requirements but there may be other ways to accomplish this which can be discussed when working on the project if it is voted as a priority
  • Some carriers commented they find it difficult to find new carriers to implement with. CRIET contact database might help with this.


[edit] Update Doc#44, CDMA Roaming Agreement

Led by: Jeff Herigal (VzW) and Edgar Cha (LG Telecom)

  • Overview
    • Document hasn’t been updated in several years so it is time to do so
  • Suggestions
    • Everyone uses an NDA before starting agreement discussion so it seems sensible to reference or include it directly in document 44.
    • Address carrier complexity – Some carriers don't cover everywhere in a country (e.g. in the Americas), or some carriers cover multiple countries (e.g. Caribbean). Let’s address this with some common language
    • Address communication preferences e.g. CRIET, online trouble tools
    • Make reference to using the existing test plan documents

[edit] Voice Qualfication Form Document #120 Update

Led by: Ann Munno (VeriSign)

  • Overview
    • Written in 2006 with few updates
    • It is a side by side for the two partners to complete and identify any items that need further discussion to strive for maximum compatibility
    • Two changes have been requested:

1) Request for specific questions to be added regarding directory assistance including support, dialing patterns, how it is charged, what languages are supported and if and how they support directory assistance call completion services?
2) Request to add more supported technologies: GSM, also camel + win and additional band classes.

  • Action:
    • Daniel Salek to talk with Ann about all possible band classes being included
    • Conference calls will be scheduled to look at the form and see if there are any other changes required.

[edit] CDMA Roaming Information Exchange Tool (CRIET)

Led By: Libby Mackay (Qualcomm)

  • Overview
    • New features have been added to CRIET.
      • Industry wide contact database
      • Company profiles which provide information such as roaming status, website and operating hours
  • Suggestions for improvement:
    • Normalize /standardize phone number format.
    • Add multiple phone number fields
    • Add a link from company profile to company contacts
    • Request to add a category for vendor-specific forms
    • Change the category of non-carrier to vendor
    • Can vendors have more granularity or more definitions added. Perhaps additional fields can be added in the vendor profile to meet this need
    • How can this tool be used to let the industry know where there is a new carrier?
    • How can we get new carriers to use this? Telling carriers that you talk to that you use this will cause interest and usage.
