CIBER – Cellular Intercarrier Billing Exchange Roamer

Defined by Cibernet, CIBER is a protocol and specification for the exchange of billing information among roaming partners, their billing vendors, and data clearinghouses. CIBER records are exchanged among roaming partners to facilitate inter-carrier financial settlement and end user billing for roaming related charges. Note that CIBER records are only used for voice roaming as billing for packet data roaming is based on a different record known as a UDR.

There are two categories of CIBER records:

  • X0 Records – No longer supported as of March 2006, X0 is the generic term for the original CIBER 2.0 version released in 1992. X0 records include types 10, 11, 20, 30, 40, and 50. The “0” in X0 refers to the last digit of these types (except for type 11 which serves as the exception to the rule). While X0 records are no longer valid for CIBER exchange, some operators continue to use X0 records natively in their billing systems and rely on third party conversion between X0 and X2 records as needed.
  • X2 Records – The generic term for the CIBER 2.5 version released in 1999. X2 records include types 22, 32, 42, and 52. The “2” in X2 refers to the last digit of these types. X2 records may be either native (i.e., created from the billing system as X2 records) or converted (i.e., created as some other format and converted into X2 records).
