CIBER X0 Retirement

This work item involves the move from the CIBER x0 records (e.g. type 10 & 20) to type 22. Type 22 is a newer format (also referred to as "version 2.5") which supports number portability (i.e. MIN-MDN separation) as well as more information about the call than the old formats.

As at 2006-12-27
- The edit change to disallow X0 records (unless special arrangements are made) is imminent
- No further work is required by the team on the reference document
- A survey will be forthcoming to track usage of X0 and X2 records.
