Fraud Working Group meeting at the IRT conference in Guam

  • Meeting attendance was low
  • This may be partially attributable to the general low turnout in Guam
  • Expect much greater attendance at the next IRT in San Francisco


  • KerryW provided introduction and discussed the following:
  • WG charter and participation policies
  • Survey results
  • The need for attendees to contact the appropriate persons within their companies to participate


  • Issues discussed:
  • Recommendation to develop a list of high fraud markets and types of fraud in each market
  • Recommendation to focus on prentative measures
  • Open question as to what fraud issues carriers currently check before they proceed with a roaming agreement
  • Recommendation from TNZ that work be categorized into:
  • preventative measures
  • macro level fraud monitoring
  • micro level fraud monitoring
  • Recommendation for the working group to focus on identifying best practices
  • suggested that a guide be created that encompases all aspects of fraud, not just technical fraud
  • e.g. process, authentication, etc...


  • BryanG presented overview of the Authentication Whitepaper
  • Will eventually be released as CDG reference document #138
  • Draft is available in Documents under 1X Authentication
  • Input is needed from the WG regarding experiences and recommendations to make the document more useful
